Melissa’s specialty is breaking down complex condominium law issues into plain language. She particularly enjoys assisting condominium clients navigate through the tricky areas of insurance and financing.

Melissa has also completed her Arbitrator training and has been awarded the Q.Arb designation by the ADR Institute of Canada.

Melissa considers herself to be a foodie and an oenophile. She enjoys attending wine tastings and loves trying new restaurants in the Edmonton area.

With 16 years in the Condominium Management industry, Darcie-Lee has spent the past 11 years at the helm of Hallmark Management Inc., a boutique firm she founded that is dedicated to providing personalized service.

Matthew is a Chartered Insurance Professional, and brings 9+ years of experience in the insurance industry. He has worked for both local and national brokerage firms. Matthew focuses on insuring condominiums and attends both board & annual general meetings as needed.

Jeremy Dalgliesh, a Chartered Accountant, is the President and Managing Broker of Converge Condo Management, overseeing over 60 condominium properties across Alberta and British Columbia. With expertise in financial planning, budgeting, and strategic management, Jeremy helps condo boards navigate major projects while minimizing financial strain on owners.

An active member of the condominium community, Jeremy has served as Treasurer for the CCI North Alberta Chapter for three years, advocating for education and supporting condo boards. He combines industry best practices with innovative technology at Converge, providing tailored solutions for effective condo management.

Jeremy holds a BCom from the University of Alberta, previously led teams at Price Waterhouse Coopers, and holds brokerage licenses in both Alberta and BC.


Walter Wakula President, Foothills Global Capital Group Inc.

A graduate of the University of Calgary, Walter Wakula has Bachelor of Commerce and MBA degrees in accounting and finance and a Canadian Condominium Institute CCI (Hon’s) designation for distinguished service.

He is the President of Foothills Global Capital Group Inc., a private equity group and financial consulting and advisory company. He is also Executive Director of the Alberta Condominium Management Education Consortium which delivers courses to condominium management candidates to enable them to qualify for their Alberta licenses.

Walter’s career consists of over 35 years of senior financial management, corporate and non-profit director experience in Canada and internationally, including several years as a director with Price Waterhouse in Eastern Europe. He serves as a Director and Treasurer of the CCI South Alberta Chapter. As part of this he has served on CCI provincial and national committees and panels, has written numerous articles on condo finance and has developed and delivered courses in condo governance, finance and budgeting. Walter is also Chair of the CCI National Finance Committee.

Derek is a Principal and Building Envelope Consultant at Wade Consulting Inc. He brings more than a decade of design and construction experience to the Alberta private and public sectors. He has established himself as a responsive and reliable project leader delivering trusted advice to building owners and helping property managers and condominium corporations assess, plan, and restore buildings. Leo Leibel Principal & General Manager, Restruction Alberta Ltd.

Leo Leibel is the accomplished Principal and General Manager of Restruction Alberta Ltd., a distinguished construction firm specializing in both residential and commercial building envelope restoration. With a career spanning several decades, Leo has seamlessly blended his extensive experience in construction with a robust background in education.

Starting his journey in 1986, Leo founded and operated his own construction company, establishing a reputation for excellence in renovation projects. His early career saw him excel in the educational sector, earning an Honors degree in Education from the University of British Columbia in 1989. Between 1990 and 2004, Leo held teaching positions with various institutions, including the Abbotsford School District, Edmonton Public Schools, Northern Alberta Institute of Technology, and the University of Alberta.

From 1994 to 2004, Leo further distinguished himself as a Construction Expert and Judge for Skills Canada, evaluating carpentry skills at regional, provincial, national, and international competitions. His expertise in the field has made him an influential figure in the construction community in Edmonton.

Leo’s commitment to the industry extends to his active involvement with prominent associations, including the Edmonton Construction Association, Alberta Construction & Safety Association, and the Canadian Association of Home & Property Inspectors. His career also includes a role as Project Manager for a local engineering firm from 2012 to 2019, where he honed his project management skills.

In his current role at Restruction Alberta Ltd., Leo Leibel continues to drive the company's success with his unparalleled knowledge and leadership in the construction industry.


Catherine Ryan Condominium Manager, Associate

Catherine Ryan is a Condominium Manager and Associate with 113 West Management, where she manages a portfolio of condominium communities and supports boards through complex operational and strategic decisions.

With a strong focus on capital project planning and execution, Catherine works closely with boards and owners to guide large-scale projects from concept through completion—helping to align budgeting, funding strategies, and communication plans to ensure successful outcomes.

She brings hands-on experience from more than 12 completed capital projects, including specialized work as a Capital Project Liaison, offering practical insight into the challenges and opportunities that condominium communities face when undertaking major investments.

Rebekah has over a decade of Real Estate experience with Condominium Management being her main focus.

Her journey began in 2011 with a strong educational foundation through The Real Estate Council of Alberta (RECA) earning licenses for Residential, Rural, Commercial Real Estate, and Property Management. She completed her Condominium Management course through the University of Calgary and holds a broker title for both Real Estate and Condominium Management.

One of Rebekah’s core strengths lies in her ability to foster strong relationships with residents, board members, and vendors. She believes in open communication and transparency, ensuring that all stakeholders are informed and involved in the decision-making processes. Her proactive approach to conflict resolution and her adeptness at handling the unique challenges of condominium living have earned her the trust and respect of the communities she manages.


Heidi Besuijen Partner, Reynolds Mirth Richards & Farmer LLP

Heidi Besuijen maintains a general civil litigation practice with a strong focus on condominium law, administrative law, estate litigation, and commercial disputes. She represents condominium corporations, property owners, business owners, and professional regulatory organizations.

Heidi has appeared before various boards and tribunals and has successfully represented clients at all levels of court in Alberta, including the Supreme Court of Canada (leave to appeal).

A frequent speaker on housing and condominium law, she has presented for CCI and the Legal Education Society of Alberta. She has also taught law courses at the University of Alberta and MacEwan University. Heidi actively contributes to the community, serving on the boards of Student Legal Services, WINHouse (2019–2024, including two years as Chair), and the Alberta Residential Landlord Association.

Skylar Duff Director, Condominium Dispute Resolution Tribunal

Skylar joined the Condominium Dispute Resolution Tribunal in late 2025 to support its implementation and launch. He currently oversees the CDRT’s strategic direction and operations, with a focus on accessibility, fairness, and timely dispute resolution. Before joining the CDRT, Skylar worked in a government executive office environment specializing in policy development. Skylar previously held a variety of roles at a tribunal focusing on case management and operational leadership. Skylar holds a Bachelor of Arts in Law and Philosophy.


Hugh Willis Lawyer, Willis Law

Hugh is a lawyer with Willis Law in Edmonton. He is a frequent speaker on condominium issues in Alberta.

He volunteers for CCI North including as co-chair of the Government Advocacy Committee and participating in stakeholder sessions on amendments to the Condominium Property Act amongst other matters. He is also a mentor for the Law Society of Alberta for lawyers with condominium law questions.

He was again selected by his peers to be included in the 2025 Best Lawyer magazine for the area of corporate and commercial litigation, marking the 5th consecutive year being recognized.

Outside the practice Hugh enjoys spending time with his wife, three daughters and their three dogs.


Tim Huxley Chair, Condominium Dispute Resolution Tribunal

Tim is a fourth generation Albertan born in Calgary and has lived there throughout his life. His first home was a condominium, chosen for the convenience and lifestyle it provided. He continues to reside in a condominium today and has served multiple terms on his condominium board. In 2000, Tim started working for real estate developers, gaining extensive knowledge about buildings and their operations. He has held a real-estate licence for over a decade, providing him with insights into how people live and interact in condominium communities. Through these customer-focused roles, Tim has observed how misunderstandings and disputes can arise, and how the Tribunal can help resolve these issues early. Tim looks forward to sharing his experience and contributing to a Tribunal that is fair, effective, and easily accessible.


Norman Stein Manager, Operations and Training, Condominium Dispute Resolution Tribunal

Norman brings over 17 years of experience to the Condominium Dispute Resolution Tribunal. Since joining in 2025 as the Senior Case Management Lead, he led the development of the online application service. As Manager of Operations and Training, Norman is responsible for overseeing operational delivery and training functions, with a focus on supporting effective and consistent service within the Tribunal. He brings strong experience in operational management and works closely with program and administrative teams to ensure day‑to‑day functions align with organizational objectives and service standards. Norman holds a Bachelor of Commerce degree.

Previously, she led the Reserve Fund group at Wade Engineering for 14 years, gaining a reputation for her expertise in building components, life cycles, and capital replacement costs.

Shantel is passionate about educating condo boards on Reserve Fund reports and has presented to numerous boards, helping them manage capital replacement projects. As a current condo board member, co-owner, and former manager, Shantel’s hands-on experience enriches the advice she provides. Her leadership is further demonstrated by past roles on the Board of CCI-NAC, including First Vice President.


Ryley Schmidt Associate, Miller Thomson LLP

Ryley Schmidt maintains a diverse practice that includes general civil litigation and real estate, but specifically focuses on condominiums and cooperatives.

Adam Boosey, P.Eng Regional Director, Keller Engineering

Adam Boosey, P.Eng., is a Regional Director at Keller Engineering, overseeing operations and strategic direction across the firm’s Western and Atlantic Canada offices. With over 15 years of project management experience, he has led numerous reserve fund studies and contributed to all phases of project execution—from site inspections and contract drafting to technical specifications and owner presentations.

He oversees project delivery for condominium and strata clients, providing strategic guidance and leveraging his field experience to deliver practical, tailored solutions to building stakeholders. His experience spans a wide range of projects, including parking garage rehabilitation and major building envelope repairs.

Adam is also an active contributor to CCI webinars and panel discussions, where he shares insights on effectively managing major construction and capital repair projects.

He holds a Bachelor of Engineering with a concentration in Management from Carleton University (2014) and is a licensed Professional Engineer (P.Eng.) in Ontario, Alberta, Nova Scotia, and New Brunswick.


Dawn Neville Partnership Development, VETS Group

Dawn Neville is part of the Partnership Development team with VETS Group, specializing in preventative maintenance planning, HVAC maintenance programs, and mechanical systems for condominium buildings. She has 7 years of experience in the HVAC industry, she takes pride in being someone clients can rely on, not just for solutions, but for ongoing support and peace of mind.

Dawn works closely with condo boards and property managers to improve efficiency, reduce unexpected breakdowns, and simplify the management of HVAC systems. Through structured service programs, VETS helps eliminate the administrative burden associated with repairs and emergency approvals, allowing property managers to focus on broader building priorities.

Dustin Gutsche serves as the broker for Castor Condos in Calgary. While he may be relatively new to the condo management industry, his experience as a board member far surpasses his time as a manager, offering a unique, governance-focused perspective.

Dustin brings a diverse professional background to his role, including experience as a high school educator, an engineering graduate, and a construction surveyor. This lifelong dedication to learning and professional development is evident in his active commitments with key industry organizations such as CCI, COF, and ACMA.

John Frame Partner, Witten Law LLP

John Frame leads the Condominium Management Group at Witten LLP, specializing in condominium management law.

He provides legal guidance to condominium corporations, directors, property managers, and owners, with extensive experience representing clients at all levels of Alberta's courts, as well as the Federal Court of Canada and the Supreme Court of British Columbia. John’s expertise also spans creditors’ rights, bankruptcy, insolvency, and commercial disputes.

A guest lecturer at the University of Alberta Faculty of Law, he’s presented on condominium law topics for the Legal Education Society of Alberta and the Canadian Condominium Institute. Outside of law, John is deeply involved in the lacrosse and rugby communities, currently serving as Chair of the Discipline and Appeals Committee for the Alberta Lacrosse Association.


Maria Bartolotti Broker / President / Licensed Condo Manager

Maria was born and raised in Calgary, Alberta, a city she proudly calls home. She began her career as a Condominium Property Manager in 2001 and has been actively involved in the condominium community for nearly two decades. In 2005, she founded New Concept Management Inc., a successful condominium management firm. Maria has completed studies in Business Law, Management, Marketing, Organizational Behavior, and Human Resource Management, along with certifications through the Real Estate Council of Alberta and the Canadian Condominium Institute–Southern Alberta.

Maria is highly regarded for her leadership, mentorship, and educational contributions in the condominium industry. She is passionate and proactive in fostering change within a fast-growing and evolving sector. Maria serves as a Director on the Canadian Condominium Board of Directors for South Alberta, chairs the CCI South Alberta Education Committee, and is a Founding Member of the Alberta Condominium Management Recruitment Committee. Additionally, she is a Director on the Alberta Condominium Conference Committee and chairs the Education Division.

Dawn Mitchell has been with HUB International Insurance Brokers since 1990. In that time, she has obtained her Fellow, Chartered Insurance Professional, Canadian Accredited Insurance Broker, Canadian Risk Management, and Associate, Canadian Condominium Institute Designations.
